Since February 2026, Shanghai has officially tightened the age review standards for foreign work permits. B/C category foreign employees aged over 60 will no longer be approved for renewal, while Category A is unrestricted. Path 1: Upgrade to Category A

路径一:升级转A类

For core senior employees who need to stay in service permanently, enterprises must complete category conversion before the employee turns 60 to avoid system lock-up:

针对企业需要长期留任的资深核心员工,必须在员工年满60周岁前完成转类申报,避免系统锁单无法操作:

Hard Application Standards

转类硬性门槛

1. Score Requirement: Comprehensive evaluation score ≥85 points.1. 积分要求:综合评定积分≥85分。

2. Salary Threshold: Monthly salary ≥74,604 RMB (annual ≥895,000 RMB).2. 薪资门槛:月薪≥74,604元(年薪≥89.5万)。

3. Document Proof: Complete academic certificates, professional experience certificates, industry achievement materials + official salary bank flow.3. 材料硬性:学历资质、从业经历、行业成果材料齐全,同步提供合规高薪流水。

Path 2: Contract Termination & Cancellation

路径二:合同到期终止+注销离场

For employees who fail to meet Category A standards, mandatory termination is the only compliant way. No hidden employment is allowed:

对于资质、薪资无法达标、无法转A类的人员,到期终止为唯一合规出路,严禁任何形式隐性用工:

Do not renew the labor contract after expiration; complete work permit cancellation within 10 working days.

合同到期不再续签,10个工作日内完成工作许可注销。

Complete settlement of salary, social security and labor relationship without residual disputes.

薪资、社保、劳动关系全部结清,无纠纷遗留。

Exit China within the valid residence period to avoid overdue stay records[superscript:7].

在居留有效期内完成离境,杜绝逾期停留记录。

Transition Period Detailed Rules

过渡期官方细则

Many enterprises misunderstand that over-age employees can be postponed repeatedly. The official transition period rules are extremely clear without ambiguous interpretation space:

Category B Transition Rule

B类人员One single temporary extension is allowed during the transition period, with a maximum extension term of 1 year; no second application is accepted.

Category C Transition Rule

C类人员

No transition policy. Once exceeding the age limit, renewal is directly rejected by the system.
